Why this part
A Chinese Arm server processor designed by Phytium, which was added to the US Entity List in April 2021 specifically over its work supporting military modernisation. Arm licensing is what makes a part like this possible at all: designing a competitive instruction set from scratch is a decade of work, whereas licensing one is a contract. It is also the leverage point, which is why the substitution index this site publishes separates design nationality from instruction-set origin and from fabrication.
